Andrew Portwine is a strategic transit and municipal leadership professional with over two decades of experience specializing in transit planning, network scheduling, and operational strategy. He currently serves as the Manager of Transit Planning and Projects for the City of Kingston (Kingston Transit), where he sets strategic direction, leads multi-million dollar municipal initiatives, and oversees service standards.

Throughout his career, Andrew has held key planning and scheduling leadership roles across major Canadian municipalities and transit agencies, including Grand River Transit, Halifax Transit and GO Transit. His expertise spans network schedule redesigns, software migrations, collective bargaining and large-scale transportation logistics—including leading bus scheduling operations for the 2010 Winter Olympic Games in Vancouver. He holds a Bachelor of Geography and a Bachelor of Arts from Brock University.
